Hippocrates refused to follow the advice of Chilon; and afterward there was born to him this Pisistratus, who, when there was a feud between the Athenians of the coast under Megacles son of Alcmeon and the Athenians of the plain under Lycurgus son of Aristolaides, raised up a third faction, as he coveted the sovereign power. He collected partisans and pretended to champion the uplanders, and the following was his plan. 3.142. Now Samos was ruled by Maeandrius, son of Maeandrius, who had authority delegated by Polycrates. He wanted to be the justest of men, but that was impossible. ,For when he learned of Polycrates' death, first he set up an altar to Zeus the Liberator and marked out around it that sacred enclosure which is still to be seen in the suburb of the city; when this had been done, he called an assembly of all the citizens, and addressed them thus: ,“To me, as you know, have come Polycrates' scepter and all of his power, and it is in my power now to rule you. But I, so far as it lies in me, shall not do myself what I blame in my neighbor. I always disliked it that Polycrates or any other man should lord it over men like himself. Polycrates has fulfilled his destiny, and inviting you to share his power I proclaim equality. ,Only I claim for my own privilege that six talents of Polycrates' wealth be set apart for my use, and that I and my descendants keep the priesthood of Zeus the Liberator, whose temple I have founded, and now I give you freedom.” ,Such was Maeandrius' promise to the Samians. I suppose he pleased himself with his dancing, but Cleisthenes saw the whole business with much disfavor. ,Hippocleides then stopped for a while and ordered a table to be brought in; when the table arrived, he danced Laconian figures on it first, and then Attic; last of all he rested his head on the table and made gestures with his legs in the air. ,Now Cleisthenes at the first and the second bout of dancing could no more bear to think of Hippocleides as his son-in-law, because of his dancing and his shamelessness, but he had held himself in check, not wanting to explode at Hippocleides; but when he saw him making gestures with his legs, he could no longer keep silence and said, “son of Tisandrus, you have danced away your marriage.” Hippocleides said in answer, “It does not matter to Hippocleides!” Since then this is proverbial.

6. So eager was Lycurgus for the establishment of this form of government, that he obtained an oracle from Delphi about it, which they call a rhetra. And this is the way it runs: When thou hast built a temple to Zeus Syllanius and Athena Syllania, divided the people into phylai and into obai, and established a senate of thirty members, including the archagetai, then from time to time appellazein between Babyca and Cnacion Probably names of small tributaries of the river Eurotas. and there introduce and rescind measures; but the people must have the deciding voice and the power.,In these clauses, the phylai and the obai refer to divisions and distributions of the people into clans and phratries, or brotherhoods ; by archagetai the kings are designated, and apellazein means to assemble the people, with a reference to Apollo, the Pythian god, who was the source and author of the polity. The Babyca is now called Cheimarrus, and the Cnacion Oenus; but Aristotle says that Cnacion is a river, and Babyca a bridge.,Between these they held their assemblies, having neither halls nor any other kind of building for the purpose. For by such things Lycurgus thought good counsel was not promoted, but rather discouraged, since the serious purposes of an assembly were rendered foolish and futile by vain thoughts, as they gazed upon statues and paintings, or scenic embellishments, or extravagantly decorated roofs of council halls. When the multitude was thus assembled, no one of them was permitted to make a motion, but the motion laid before them by the senators and kings could be accepted or rejected by the people.,Afterwards, however, when the people by additions and subtractions perverted and distorted the sense of motions laid before them, Kings Polydorus and Theopompus inserted this clause into the rhetra: But if the people should adopt a distorted motion, the senators and kings shall have power of adjournment ; that is, should not ratify the vote, but dismiss outright and dissolve the session, on the ground that it was perverting and changing the motion contrary to the best interests of the state. And they were actually able to persuade the city that the god authorized this addition to the rhetra, as Tyrtaeus reminds us in these verses:— Phoebus Apollo’s the mandate was which they brought from Pytho, Voicing the will of the god, nor were his words unfulfilled: Sway in the council and honours divine belong to the princes Under whose care has been set Sparta’s city of charm; Second to them are the elders, and next come the men of the people Duly confirming by vote unperverted decrees.

6.19.4. ἐν Ὀλυμπίᾳ δὲ ἐπιγράμματα ἐπὶ τῷ ἐλάσσονί ἐστι τῶν θαλάμων, ἐς μὲν τοῦ χαλκοῦ τὸν σταθμόν, ὅτι πεντακόσια εἴη τάλαντα, ἐς δὲ τοὺς ἀναθέντας, Μύρωνα εἶναι καὶ τὸν Σικυωνίων δῆμον. ἐν τούτῳ τῷ θησαυρῷ δίσκοι τὸν ἀριθμὸν ἀνάκεινται τρεῖς, ὅσους ἐς τοῦ πεντάθλου τὸ ἀγώνισμα ἐσκομίζουσι· καὶ ἀσπίς ἐστιν ἐπίχαλκος γραφῇ τὰ ἐντὸς πεποικιλμένη καὶ κράνος τε καὶ κνημῖδες ὁμοῦ τῇ ἀσπίδι· ἐπίγραμμα δὲ ἐπὶ τοῖς ὅπλοις, ἀκροθίνιον τῷ Διὶ ὑπὸ Μυάνων ἀνα τεθῆναι. οἵτινες δὲ οὗτοι ἦσαν, οὐ κατὰ τὰ αὐτὰ παρίστατο ἅπασιν εἰκάζειν· 6.19.4. On the smaller of the chambers at Olympia are inscriptions, which inform us that the weight of the bronze is five hundred talents, and that the dedicators were Myron and the Sicyonian people. In this chamber are kept three quoits, being used for the contest of the pentathlum. There is also a bronze-plated shield, adorned with paintings on the inner side, and along with the shield are a helmet and greaves. An inscription on the armour says that they were dedicated by the Myanians as first-fruits to Zeus. Various conjectures have been made as to who these Myanians were.
