31.8. 1.  Earlier, when the Romans defeated Antiochus and Philip, the greatest monarchs of that age, they so far abstained from exacting vengeance that they not only allowed them to keep their kingdoms but even accepted them as friends. So, too, on this present occasion, notwithstanding their repeated struggles with Perseus and the many grave dangers that they had had to face, having now at last subjugated the kingdom of Macedon, contrary to all expectations they set the captured cities free. Not only would no one else have anticipated this but not even the Macedonians themselves had any hope of being accorded such consideration, having on their conscience many serious offences that they had committed against Rome. Indeed, since their earlier errors had been forgiven, they supposed, as well they might, that no just argument for pity or pardon was still available to them for these later shortcomings.,2.  The Roman senate, however, harboured no grudges but acted towards them with magimity, yet with due regard to the merits of the several cases. Perseus, for example, owed them an inherited debt of gratitude, and since in violation of his covet he was the aggressor in an unjust war, they held him, after he became their prisoner, in "free custody," thereby exacting a punishment far less, certainly, than his crimes. The Macedonian people, whom they might in all justice have reduced to slavery, they set free, and they were so generous and so prompt in conferring this boon that they did not even wait for the defeated to petition them. Likewise with the Illyrians, to whom, once they had been subdued, they granted autonomy, less from any belief that the barbarians deserved their indulgence than from the conviction that it was fitting and proper for the Roman people to take the initiative in acts of beneficence and to avoid over-confidence in their day of power.,3.  The senate resolved that the Macedonians and the Illyrians should be free, and that they should pay one-half the amount that they formerly paid their own kings in taxes.,4.  Marcus Aemilius, consul of the Romans and a general of the highest ability, on taking Perseus prisoner placed him in "free custody," although Perseus had made war upon the Romans without just cause and in violation of his covets. Moreover, to everyone's surprise he set free all the Macedonian and Illyrian cities that had been captured, despite the fact that the Romans had repeatedly faced grave dangers in the war against Perseus and, earlier still, had met and defeated Philip, his father, and Antiochus the Great, and had shown them such consideration as not only to permit them to retain their kingdoms but even to enjoy the friendship of Rome. Since in the sequel the Macedonians had behaved irresponsibly, they thought that they should have no title to mercy when, along with Perseus, they fell into the hands of the Romans. On the contrary the senate dealt with them in a forgiving and generous spirit, and instead of slavery bestowed freedom.,5.  In like manner they dealt with the Illyrians, whose king, Getion, they had taken prisoner along with Perseus. Having thus nobly bestowed the gift of freedom upon them, the Romans ordered them to pay one-half as much as they had formerly paid their own kings in taxes.,6.  They sent out ten commissioners from the senate to Macedonia, and five to the Illyrians, who met with Marcus Aemilius and agreed to dismantle the walls of Demetrias, the chief city of the Macedonians, to detach Amphilochia from Aetolia, and to bring together the prominent men of Macedon at a meeting: there they set them free and announced the removal of the garrisons.,7.  In addition, they cut off the revenues derived from the gold and silver mines, partly to keep the local inhabitants from being oppressed, and partly to prevent anyone from stirring up a revolution thereafter by using this wealth to get control of Macedon.,8.  The whole region they divided into four cantons: the first comprised the area between the Nestus River and the Strymon, the forts east of the Nestus (except those of Abdera, Maroneia, and Aenus), and, west of the Strymon, the whole of Bisaltica, together with Heracleia Sintica; the second, the area bounded on the east by the Strymon River, and on the west by the river called the Axius and the lands that border it; the third, the area enclosed on the west by the Peneus River, and on the north by Mt. Bernon, with the addition of some parts of Paeonia, including the notable cities of Edessa and Beroea; fourth and last, the area beyond Mt. Bernon, extending to Epirus and the districts of Illyria. Four cities were the capitals of the four cantons, Amphipolis of the first, Thessalonica of the second, Pella of the third, and Pelagonia of the fourth;,9.  here four governors were established and here the taxes were to be collected. Troops were stationed on the border regions of Macedonia because of the hostility of the neighbouring tribes. Subsequently Aemilius, after arranging splendid games and revelries for the assembled multitude, sent off to Rome whatever treasure had been discovered, and when he himself arrived, along with his fellow generals, he was ordered by the senate to enter the city in triumph.,10.  Anicius first, and Octavius, the commander of the fleet, celebrated each his triumph for a single day, but the very wise Aemilius celebrated his for three days. On the first day the procession opened with twelve hundred waggons filled with embossed white shields, then another twelve hundred filled with bronze shields, and three hundred more laden with lances, pikes, bows, and javelins; as in war, trumpeters led the way. There were many other waggons as well, carrying arms of various sorts, and eight hundred panoplies mounted on poles.,11.  On the second day there were carried in procession a thousand talents of coined money, twenty-two hundred talents of silver, a great number of drinking-cups, five hundred waggons loaded with divers statues of gods and men, and a large number of golden shields and dedicatory plaques.,12.  On the third day the procession was made up of one hundred and twenty choice white oxen, talents of gold conveyed in two hundred and twenty carriers, a ten-talent bowl of gold set with jewels, gold-work of all sorts to the value of ten talents, two hundred elephant tusks three cubits in length, an ivory chariot enriched with gold and precious stones, a horse in battle array with cheek-pieces set with jewels and the rest of its gear adorned with gold, a golden couch spread with flowered coverlets, and a golden palanquin with crimson curtains. Then came Perseus, the hapless king of the Macedonians, with his two sons, a daughter, and two hundred and fifty of his officers, four hundred garlands presented by the various cities and monarchs, and last of all, in a dazzling chariot of ivory, Aemilius himself.,13.  Aemilius remarked to those who were amazed at the care he devoted to the spectacle that to conduct games in proper fashion and to make suitable arrangements for a revelry call for the same qualities of mind that are needed to marshal one's forces with good strategy against an enemy.

The will, brought in by the Vestal Virgins, specified Tiberius and Livia as heirs, Livia to be adopted into the Julian family and the Augustan name. As legatees in the second degree he mentioned his grandchildren and great-grandchildren; in the third place, the prominent nobles — an ostentatious bid for the applause of posterity, as he detested most of them. His bequests were not above the ordinary civic scale, except that he left 43,500,000 sesterces to the nation and the populace, a thousand to every man in the praetorian guards, five hundred to each in the urban troops, and three hundred to all legionaries or members of the Roman cohorts. The question of the last honours was then debated. The two regarded as the most striking were due to Asinius Gallus and Lucius Arruntius — the former proposing that the funeral train should pass under a triumphal gateway; the latter, that the dead should be preceded by the titles of all laws which he had carried and the names of all peoples whom he had subdued. In addition, Valerius Messalla suggested that the oath of allegiance to Tiberius should be renewed annually. To a query from Tiberius, whether that expression of opinion came at his dictation, he retorted — it was the one form of flattery still left — that he had spoken of his own accord, and, when public interests were in question, he would (even at the risk of giving offence) use no man's judgment but his own. The senate clamoured for the body to be carried to the pyre on the shoulders of the Fathers. The Caesar, with haughty moderation, excused them from that duty, and warned the people by edict not to repeat the enthusiastic excesses which on a former day had marred the funeral of the deified Julius, by desiring Augustus to be cremated in the Forum rather than in the Field of Mars, his appointed resting-place. On the day of the ceremony, the troops were drawn up as though on guard, amid the jeers of those who had seen with their eyes, or whose fathers had declared to them, that day of still novel servitude and freedom disastrously re-wooed, when the killing of the dictator Caesar to some had seemed the worst, and to others the fairest, of high exploits:— "And now an aged prince, a veteran potentate, who had seen to it that not even his heirs should lack for means to coerce their country, must needs have military protection to ensure a peaceable burial!"

43.19.2.  Most of it, of course, delighted the spectators, but the sight of Arsinoë of Egypt, whom he led among the captives, and the host of lictors and the symbols of triumph taken from the citizens who had fallen in Africa displeased them exceedingly. 43.19.3.  The lictors, on account of their numbers, appeared to them a most offensive multitude, since never before had they beheld so many at one time; and the sight of Arsinoë, a woman and one considered a queen, in chains, — a spectacle which had never yet been seen, at least in Rome, — aroused very great pity, 43.19.4.  and with this as an excuse they lamented their private misfortunes. And the emperor not only turned these over to the state, but also distributed to the people four hundred sesterces apiece, giving it to be understood that Agrippa had so ordered. 56.42. 1.  Such was the eulogy read by Tiberius. Afterwards the same men as before took up the couch and carried it through the triumphal gateway, according to a decree of the senate. Present and taking part in the funeral procession were the senate and the equestrian order, their wives, the pretorian guard, and practically all the others who were in the city at the time.,2.  When the body had been placed on the pyre in the Campus Martius, all the priests marched round it first; and then the knights, not only those belonging to the equestrian order but the others as well, and the infantry from the garrison ran round it; and they cast upon it all the triumphal decorations that any of them had ever received from him for any deed of valour.,3.  Next the centurions took torches, conformably to a decree of the senate, and lighted the pyre from beneath. So it was consumed, and an eagle released from it flew aloft, appearing to bear his spirit to heaven. When these ceremonies had been performed, all the other people departed;,4.  but Livia remained on the spot for five days in company with the most prominent knights, and then gathered up his bones and placed them in his tomb.

1.15. Now, since it is evident from these things that they were men, it is not difficult to see in what manner they began to be called gods. For if there were no kings before Saturn or Uranus, on account of the small number of men who lived a rustic life without any ruler, there is no doubt but in those times men began to exalt the king himself, and his whole family, with the highest praises and with new honours, so that they even called them gods; whether on account of their wonderful excellence, men as yet rude and simple really entertained this opinion, or, as is commonly the case, in flattery of present power, or on account of the benefits by which they were set in order and reduced to a civilized state. Afterwards the kings themselves, since they were beloved by those whose life they had civilized, after their death left regret of themselves. Therefore men formed images of them, that they might derive some consolation from the contemplation of their likenesses; and proceeding further through love of their worth, they began to reverence the memory of the deceased, that they might appear to be grateful for their services, and might attract their successors to a desire of ruling well. And this Cicero teaches in his treatise on the Nature of the Gods, saying But the life of men and common intercourse led to the exalting to heaven by fame and goodwill men who were distinguished by their benefits. On this account Hercules, on this Castor and Pollux, Æsculapius and Liber were ranked with the gods. And in another passage: And in most states it may be understood, that for the sake of exciting valour, or that the men most distinguished for bravery might more readily encounter danger on account of the state, their memory was consecrated with the honour paid to the immortal gods. It was doubtless on this account that the Romans consecrated their C sars, and the Moors their kings. Thus by degrees religious honours began to be paid to them; while those who had known them, first instructed their own children and grandchildren, and afterwards all their posterity, in the practice of this rite. And yet these great kings, on account of the celebrity of their name, were honoured in all provinces. But separate people privately honoured the founders of their nation or city with the highest veneration, whether they were men distinguished for bravery, or women admirable for chastity; as the Egyptians honoured Isis, the Moors Juba, the Macedonians Cabirus, the Carthaginians Uranus, the Latins Faunus, the Sabines Sancus, the Romans Quirinus. In the same manner truly Athens worshipped Minerva, Samos Juno, Paphos Venus, Lemnos Vulcan, Naxos Liber, and Delos Apollo. And thus various sacred rites have been undertaken among different peoples and countries, inasmuch as men desire to show gratitude to their princes, and cannot find out other honours which they may confer upon the dead. Moreover, the piety of their successors contributed in a great degree to the error; for, in order that they might appear to be born from a divine origin, they paid divine honours to their parents, and ordered that they should be paid by others. Can any one doubt in what way the honours paid to the gods were instituted, when he reads in Virgil the words of Æneas giving commands to his friends: - Now with full cups libation pour To mighty Jove, whom all adore, Invoke Anchises' blessed soul.And he attributes to him not only immortality, but also power over the winds: - Invoke the winds to speed our flight, And pray that he we hold so dear May take our offerings year by year, Soon as our promised town we raise, In temples sacred to his praise.In truth, Liber and Pan, and Mercury and Apollo, acted in the same way respecting Jupiter, and afterwards their successors did the same respecting them. The poets also added their influence, and by means of poems composed to give pleasure, raised them to the heaven; as is the case with those who flatter kings, even though wicked, with false panegyrics. And this evil originated with the Greeks, whose levity being furnished with the ability and copiousness of speech, excited in an incredible degree mists of falsehoods. And thus from admiration of them they first undertook their sacred rites, and handed them down to all nations. On account of this vanity the Sibyl thus rebukes them:- Why do you trust, O Greece, to princely men? Why do you offer empty gifts to the dead? You offer to idols; this error who suggested, That you should leave the presence of the mighty God, And make these offerings?Marcus Tullius, who was not only an accomplished orator, but also a philosopher, since he alone was an imitator of Plato, in that treatise in which he consoled himself concerning the death of his daughter, did not hesitate to say that those gods who were publicly worshipped were men. And this testimony of his ought to be esteemed the more weighty, because he held the priesthood of the augurs, and testifies that he worships and venerates the same gods. And thus within the compass of a few verses he has presented us with two facts. For while he declared his intention of consecrating the image of his daughter in the same manner in which they were consecrated by the ancients, he both taught that they were dead, and showed the origin of a vain superstition. Since, in truth, he says, we see many men and women among the number of the gods, and venerate their shrines, held in the greatest honour in cities and in the country, let us assent to the wisdom of those to whose talents and inventions we owe it that life is altogether adorned with laws and institutions, and established on a firm basis. And if any living being was worthy of being consecrated, assuredly it was this. If the offspring of Cadmus, or Amphitryon, or Tyndarus, was worthy of being extolled by fame to the heaven, the same honour ought undoubtedly to be appropriated to her. And this indeed I will do; and with the approbation of the gods, I will place you the best and most learned of all women in their assembly, and will consecrate you to the estimation of all men. Some one may perhaps say that Cicero raved through excessive grief. But, in truth, the whole of that speech, which was perfect both in learning and in its examples, and in the very style of expression, gave no indications of a distempered mind, but of constancy and judgment; and this very sentence exhibits no sign of grief. For I do not think that he could have written with such variety, and copiousness, and ornament, had not his grief been mitigated by reason itself, and the consolation of his friends and length of time. Why should I mention what he says in his books concerning the Republic, and also concerning glory? For in his treatise on the Laws, in which work, following the example of Plato, he wished to set forth those laws which he thought that a just and wise state would employ, he thus decreed concerning religion: Let them reverence the gods, both those who have always been regarded as gods of heaven, and those whose services to men have placed them in heaven: Hercules, Liber, Æsculapius, Castor, Pollux, and Quirinus. Also in his Tusculan Disputations, when he said that heaven was almost entirely filled with the human race, he said: If, indeed, I should attempt to investigate ancient accounts, and to extract from them those things which the writers of Greece have handed down, even those who are held in the highest rank as gods will be found to have gone from us into heaven. Inquire whose sepulchres are pointed out in Greece: remember, since you are initiated, what things are handed down in the mysteries; and then at length you will understand how widely this persuasion is spread. He appealed, as it is plain, to the conscience of Atticus, that it might be understood from the very mysteries that all those who are worshipped were men; and when he acknowledged this without hesitation in the case of Hercules, Liber, Æsculapius, Castor and Pollux, he was afraid openly to make the same admission respecting Apollo and Jupiter their fathers, and likewise respecting Neptune, Vulcan, Mars, and Mercury, whom he termed the greater gods; and therefore he says that this opinion is widely spread, that we may understand the same concerning Jupiter and the other more ancient gods: for if the ancients consecrated their memory in the same manner in which he says that he will consecrate the image and the name of his daughter, those who mourn may be pardoned, but those who believe it cannot be pardoned. For who is so infatuated as to believe that heaven is opened to the dead at the consent and pleasure of a senseless multitude? Or that any one is able to give to another that which he himself does not possess? Among the Romans, Julius was made a god, because it pleased a guilty man, Antony; Quirinus was made a god, because it seemed good to the shepherds, though one of them was the murderer of his twin brother, the other the destroyer of his country. But if Antony had not been consul, in return for his services towards the state Caius C sar would have been without the honour even of a dead man, and that, too, by the advice of his father-in-law Piso, and of his relative Lucius C sar, who opposed the celebration of the funeral, and by the advice of Dolabella the consul, who overthrew the column in the forum, that is, his monuments, and purified the forum. For Ennius declares that Romulus was regretted by his people, since he represents the people as thus speaking, through grief for their lost king: O Romulus, Romulus, say what a guardian of your country the gods produced you? You brought us forth within the regions of light. O father, O sire, O race, descended from the gods. On account of this regret they more readily believed Julius Proculus uttering falsehoods, who was suborned by the fathers to announce to the populace that he had seen the king in a form more majestic than that of a man; and that he had given command to the people that a temple should be built to his honour, that he was a god, and was called by the name of Quirinus. By which deed he at once persuaded the people that Romulus had gone to the gods, and freed the senate from the suspicion of having slain the king.
